History of the Voto Para La Mujer Quarter
Nina Otero-Warren was an American activist who served in state and federal public office. Born in October 1881 in Los Lunas, New Mexico, Otero-Warren began her activism as a young adult and continued fighting for basic human rights well into her old age.
She met and married a cavalry officer, Rawson D. Warren in 1908 but divorced a year later. Due to the prejudice against divorced women, Nina maintained her ex-husband’s name and instead presented herself as widowed rather than divorced.
In 1912, she participated in the social settlement campaigns in New York City, which advocated for better living and social conditions for the poor, women and immigrants.
Her involvement in the suffrage movement began in 1914 when she moved back to Santa Fe. She stood strongly for women’s right to vote in state and general elections. Nina also campaigned for the need to use English and Spanish languages in public dealings to ensure the inclusivity of the Spanish-speaking population in New Mexico.
By leveraging her political connections, Otero-Warren lobbied the state legislature and campaigned for the ratification of the 19th Amendment. Her efforts paid off, and the amendment was ratified in February 1920.
She was also named the vice president of the Congressional Union for Woman Suffrage in New Mexico. Nina also played a significant role in the education sector. When she was elected superintendent of public schools in Santa Fe, she strongly campaigned against the assimilation of non-Anglo-speaking students into White American culture. Instead, she advocated for bilingualism and biculturalism in the education sector.
Otero-Warren was also instrumental in getting the state governments to improve teachers’ salaries and the learning environment, especially in Native American schools where the conditions were appalling.
In 1922, Nina ran for a seat in the House of Representatives but lost narrowly to her opponent in the general election. After that, she never ran for public office again but continued working in the governance sector.
